4. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2025 and Terminating September 30, 2026, a Classification and Compensation Plan For All Employees, and Making Such Appropriations for each Department, Project and Account; Authorizing the City Manager to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability Clause; Finding and Determining that the Meetings at Which the Ordinance is Passed are Open to the Public as Required by Law; and Providing an Effective Date. (Ordinance No. 25-3778 – Second Reading) The proposed budget is available on the City of Plainview website at www.plainviewtx.org and a copy is available for viewing in the City Secretary’s office. This budget will raise more total property taxes than last year’s budget by $484,495, an increase of 7.053%, and of that amount $72,595 is tax revenue to be raised from new property added to the tax roll this year. Taxpayer Impact Statement THE MEDIAN-VALUED HOMESTEAD PROPERTY FOR TAX YEAR 2025 IS $110,377. BELOW IS A COMPARISON OF THE ESTIMATED STATEMENT OF IMPACT FOR THIS MEDIAN-VALUED HOMESTEAD FOR THE CURRENT FISCAL YEAR COMPARED TO THE CITY OF PLAINVIEW PROPOSED TAX RATE AND THE NO-NEW-REVENUE TAX RATE
5. An action to ratify the Property Tax Increase Reflected in the FY 2026 Budget

An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for the Year 2025; Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must be Raised; Fixing the Times in Which Said Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas by Amending Certain Fees, Rates, and Service Charges for Providing Municipal and Governmental Services Found in Appendix A “Master Fee Schedule” and Amending Chapter 13 “Utilities,” Article 13.02 “Rates and Charges” by Adding a New Section 13.02.013 “Water Meter Tampering or Damage” Establishing Fees for Disconnecting or Damaging a Water Meter; Providing for a Penalty not to Exceed $500.00 for Each Offense; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication. An Ordinance of the City of Plainview Amending Ordinance No. 24-3766 To Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing for Supplemental Appropriations in the 2024-2025 Budget; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 25-3781 – Second Reading)
9. Consider Award of Competitive Sealed Proposals for the Sand Filter Recondition Project and authorize the Mayor to sign the necessary documents.
10. Authorize City Manager to sign Aerial Mosquito Spray Contract between the City of Plainview and Vector Disease Control International and authorize City Manager to sign Interlocal agreement between the City of Plainview and other neighboring cities related to Aerial Spraying.
11. A Resolution Approving the Exercise of Power and Operation of the Summit at Central Village Apartments Located at 910 W. 28th Street By TXCVA, LP, a Housing Finance Corporation, Within the Jurisdictional Boundaries of the City of Plainview, Texas (Resolution R25-681)
12. Convene into executive session pursuant to Texas Gov’t Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview
